The Financial Monitoring Service of the Republic of Azerbaijan (FMS) is a body exercising powers in the field of anti-money laundering and combating the financing of terrorism as defined by Law as well as participating in policymaking in this area.
The Financial Monitoring Service of the Republic of Azerbaijan was established as an independent structural unit under the Central Bank of the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan No. 66 dated February 23, 2009.
On February 3, 2016, a new organization called Financial Markets Supervision Authority was established with the function of financial intelligence unit and the Financial Monitoring Service was assigned to its subordination.
In accordance with the Decree of the President of the Republic of Azerbaijan No. 95 dated May 25, 2018, the FMS was established as a public legal entity in order to strengthen the capacity of government agencies and create an effective coordination mechanism of activities in this area, increase the efficiency of cooperation and information exchange between them, and expand international cooperation in measures taken in the field of anti-money laundering and combating the financing of terrorism.
Our mission is to support combating money laundering and terrorist financing through the acquisition, analysis, and exchange of information from obliged entities.
We focus on transformation of the Financial Monitoring Service into a financial intelligence unit that meets modern requirements and serves to ensure a financial system free from criminal abuse.
